Call for a Republican Party Canvass to Elect Officers and Members of the Goochland County Republican Committee
I, Benjamin J. Slone III, Chairman of the Goochland County Republican Committee, pursuant to the Republican State Party Plan and as directed by the Goochland County Republican Committee do hereby issue this call for a Party Canvass to be held at Goochland Branch Library, 3075 River Road West, Goochland, Virginia 23063, on Saturday, April 24, 2010, from 10:00 AM to 1:00 PM to elect members and the following officers of the Goochland County Republican Committee: Chairman, Vice-Chairman, Treasurer, and Secretary, each to two-year terms.
Qualifications for Participation: All legal and qualified voters of Goochland County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in public meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.
Officer Candidate Filing Requirements: Any person wishing to file as a candidate for any of the offices of the Goochland County Republican Committee offices listed above must be a legal and qualified voter under the laws of the Commonwealth of Virginia residing in the Goochland County. In addition, he or she must file as a candidate for any of the offices of the Goochland County Republican Committee offices listed above using a Declaration of Candidacy with Ben Slone, 2052 Maidens Road, Maidens, VA 23102, which must be received on or before 6:00 PM, Wednesday, April 21, 2010. Postmarks will not be considered. The Declaration of Candidacy must be made on a form prescribed by the Goochland County Committee and available from Chairman Slone and other members of the Goochland County Republican Committee. A check covering any voluntary fees and for dues to the Goochland County Republican Committee must accompany this form.
The Declaration of Candidacy includes (1) a statement that the candidate is in accord with the principles of the Republican Party (2) a pledge to support all of the Republican Party’s nominees for office in the ensuing General Election.
Member Candidate Filing Requirements: Any person wishing to file as a member of the Goochland County Republican Committee must be a legal and qualified voter under the laws of the Commonwealth of Virginia residing in the Goochland County. In addition, he or she must file as a member of the Goochland County Republican Committee using a 2010 Goochland County Republican Committee Membership Application form with Ben Slone, 2052 Maidens Road, Maidens, VA 23102, which must be received on or before 6:00 PM, Friday, April 23, 2010. Postmarks will not be considered. The 2010 Goochland County Republican Committee Membership Application form must be made on the form prescribed by the Goochland County Committee and available from Chairman Slone, other members of the Goochland County Republican Committee, and the Goochland County Republican Committee web site. A check covering any voluntary fees and for membership dues to the Goochland County Republican Committee must accompany this form.
Fees for Participation by Candidates: The Goochland County Republican Committee Officer filing fee is $30.00 and shall be paid at the time of filing for the Goochland County Republican Committee office. Checks should be made out to the Goochland County Republican Committee or “Goochland GOP.”
The Goochland County Republican Committee membership fee is $25.00 and shall be paid at the time of filing for the Goochland County Republican Committee. Checks should be made out to the Goochland County Republican Committee or “Goochland GOP.”
Conduct of the Canvass: The Canvass will be conducted at the Goochland Branch Library, 3075 River Road West, Goochland, Virginia 23063, on Saturday, April 24, 2010, from 10:00 AM to 1:00 PM.
Voters offering to vote must be properly registered in Goochland County, must present a government issued photographic identification document such as a driver’s license, passport, or military ID.
Voters may vote only for candidates whose names appear on the ballot. Write-in votes will invalidate that ballot and will not be considered.
At least one, but not more than three, representatives of each candidate on the ballot of the canvass must be present at all times during the voting and while counting the ballots. No electioneering will be allowed inside the polling place or within 50 feet of the entrance to the polling place.
Provisions for the Filing of a Single Candidate: If only one person files as a candidate for each office by the filing deadline, the Canvass will not be held and those people submitting the Declaration of Candidacy for each office will be declared the officer for those Goochland County Republican Committee positions. If one or more offices are contested by one or more candidates, the Canvass will be held in accordance with the rules and this call.
Provisions for Membership Filing: If fewer membership applications are received than the maximum allowed under the State Party Plan, the Canvass for membership will not be held and those people submitting the Membership Application and dues will be declared members.
Fees for Participation by Voters: No fee will be required of any voter in order to participate in this canvass.
Ballot Security: Procedures for the handling and counting of ballots during the canvass are described in a separate Protocol on Ballot Security. This protocol is available on request from Mr. Slone. This protocol is by reference incorporated into this call.
